    Optionality

    'On or off-ramps’ that allow for change in the development, execution, or operation of a project are valuable tools to assist with risk management as new information will be gained through time to assist with decision making.

    Cost staging

    Where possible, deferring material spend periods until after sufficient information is learned will enable evidence-based decision making. Stage-gating and phasing will be an important tool to manage risk.

    Diversification

    With competing decarbonization technologies/methodologies, participating in several alternatives to improve learnings before perhaps narrowing the focus at later stages of the technology development will help to manage risk (compared to focusing on one alternative since that one may or may not survive the competition).

    Proven methods

    Methods that are already proven will be favoured (e.g. exist commercially at scale, or perhaps proven technology in a new application, etc.) since key development / customer acceptance / competitive / other risks are already mitigated.

    Pilots

    When a method is not proven, exploring pilots will offer a low-cost option to determine feasibility while limiting risk.

    Scaling

    Similar to pilots and cost staging, scaling allows for learnings/spend management in a smaller scale before repeating to later grow the scale.

    Partnering

    Where appropriate, working with other parties to add skill set, funding, and/or to share risk (including access to grant funding) will help to improve success and to minimize risk.

    Community interests

    Objective to support at least early advancement of potentially viable solutions that are most likely to retain and potentially grow the economic activity in the community.

    Business interests

    Objective to pursue solutions that will allow COMCO to sustainably offer competitive products and services that are just as clean, reliable and affordable as those that exist outside the City’s jurisdiction.

    Environmental interests

    Objective to meet environmental targets and to enable further progression against any future (City or other) environmental targets.

    Be active in the pursuit of solutions

    Doing nothing is not an option as it will not protect the City’s interests nor its customers.
