Development and Infrastructure Committee Meeting
Planning and Development Services provided the following update:
- An Off-site Levy Advisory Committee has been created and will have its first meeting in late January 2025.
- The committee is a mix of developers, consultants, relevant stakeholders and City staff.
- A scope of work will be prepared in early 2025 with the Advisory Committee.
BILD Meeting
Development Engineering provided the following OSL update: announced first Off-Site Levy Advisory Committee (OSL AC) meeting to take place on January 30th, 2025, and BILD was identified as a member of the committee.
1st Meeting with the Off-Site Levy Advisory Committee (OSL-AC)
- Reviewed the Terms of Reference for the Committee
- Group Discussion – main takeaways from the Committee’s feedback were concerns around what OSL’s pay for, how projects are determined, estimated, allocated to benefitting areas, staged, managed, tracked and who pays for what.

Managing Director provided the following update:
- Planning and Development Services is hosting an internal workshop on August 25, 2025, to review growth projections and infrastructure projects.
- The next Off-Site Levy Advisory Committee workshop is scheduled for September 24, 2025, and September 25, 2025.
- The developers are engaged, and Planning and Development Services is listening and working with them. Progress is being made in understanding what their needs are which fosters collaboration.

BILD Meeting
Planning shared the following update on the OSL project:
PDS has engaged external experts (Urban Systems) as part of administrations efforts to work alongside the advisory committee in determining options and providing recommendations to Council. Reviewing growth projections and trends, developing a shared understanding of infrastructure projects tied to growth, and exploring considerations for funding tools and policy. Upcoming workshop and infrastructure delivery framework will be developed.
Development and Infrastructure Committee Meeting
Director of Planning and Development provided the following update on the Infrastructure Funding Initiative:
- After stakeholder concerns raised at the 2024 public hearing, administration paused any new Off‑Site Levy recommendation and launched a broader Off‑Site Infrastructure Funding Initiative focused on water, sewer, storm and road infrastructure.
- An Advisory Committee was formed in early 2025, administration has completed a detailed review of projects, benefitting areas and financial records, and next steps include further committee workshops, ELT review and a Council briefing before drafting a new approach.
- Communicated that, a commitment was made to Stakeholders that a recommendation for funding Off‑Site infrastructure would not be presented to Council for consideration, until all questions were answered, regardless of the effort necessary to find those answers.
- It is expected that a new approach will be drafted in the first half of 2026.

- Industry advisory group is actively engaged with administration evaluating options for calculating offsite infrastructure funding.
- Administration provided a timeline consisting of 4 phases with a targeted completion of Q4 2026.
