Simon F. Scott Park - Final Revised Design Feedback

In December 2024, residents were asked to complete a brief survey online, in person, or over the phone to understand neighbourhood preferences for upgrade options. Results of the survey are available to read here.

On April 16, 2025, we hosted an open house at Park Meadows Estates where we shared the first conceptual drawing for the park upgrade at S.F. Scott Memorial Park. The feedback we received from the open house and the survey can be read in this What We Heard report. Based on April's neighbourhood feedbackwe made significant changes to the park design, which is now at a final stage (with minor tweaks to the design only)

In September 2025, after we shared a 90% design with you for “final tweaks” feedback. View the results of that survey here. After this survey, wlearned the project’s budget had come in over budget. Since then, the Parks and Recreation team has been working to bring the budget back in line with what is appropriate for a community park. At that time, we committed to you that the playground, walking trail, irrigation upgrade, and seating and shade area (though may be pared down) would firmly move forward

We now have a revised final design to share for your “final tweak” feedback once again.

Playground  

The playground is in a more central location with trail accessibility. There are swings, a slide, climbing features, etc. The playground is designed for the ages of 18 months up to 12 years old.

Fitness equipment 

The outdoor fitness equipment and bocce ball courts have been removed to reduce costs while maintaining the overall intent of the project.

Seating and shade area  

The seating and shade area has been moved to a central location next to a wide open space and near the lit trail for increased safety and crime prevention. Benches have been added throughout the park for additional seating, as requested. The central seating area includes four accessible picnic tables with a seasonal shade sail overtop.

Landscaping 

The total number of new trees has been reduced; however, sufficient new plantings remain to preserve the benefits of increased shade, greenery, and overall park health. Higher canopy trees have been added where neighbours requested that views not be obstructed.

The path footprint has not changed from the last design drawing where entry points were adjusted to reflect neighbourhood requests.

Mulch beds have been reduced and will be found only under trees to help maintain tree health. Mulch provides additional nutrients while being light enough to not damage root systems. Operations is exploring options to help keep mulch in place.  

There will be two flower beds (by the main entry and labelled "13" on the design), however, these beds won't be planted until spring of 2027 and will first appear as temporary mulch beds. We aim to have these planted with deer-resistant flowers in 2027.

Overall, the tree types and spacing ensure good sightlines throughout the park for safety.

Lighting 

We have noted a preference for lighting along the trails and for a safe-feeling park. The lighting design will be both CPTED and Dark Skies compliant, providing a safe trail system for evening use while minimizing glare and light intrusion into bordering properties. The lighting concept is designed around warmer tones of lighting around 2,700-3,000 Kelvins (a warmer light) with a shield preventing light from encroaching on bordering properties. A good example can be seen at Noble Park.

Main entry design

The main entry focal point and lounge seating areas have been removed and replaced with a small flowerbed (spring 2027). This approach allows for minimal redesign, provides cost savings, and still adds visual interest and colour to the park. The light in this area may be slightly brighter than the other lights to support safety, as requested.
